Calvin Curtin – Principal
Calvin Curtin established C3 Crisis Solutions after a career in marketing and public relations, combined with extensive experience in emergency management. He served for fifteen years as a volunteer Public Information Officer on the Stanislaus County EOC Management Team and spent nearly ten years as the Public Information Officer and Emergency Preparedness Coordinator for the Turlock Irrigation District (TID).
C3 Crisis Solutions is founded on three core principles:
Collaboration - Developing plans with clients, not for them.
Coordination - Ensuring all emergency plans work harmoniously together.
Certainty - Building trust in the process, the outcome, and ultimately with the community.
Calvin’s knowledge of emergency planning complements his expertise in public relations and communications. He has drafted emergency response plans for various scenarios, including flooding, severe drought, major power outages, infrastructure failure, wildfires, evacuations, and public health emergencies. He led the creation of TID's Emergency Operations Plan and its first-ever Local Hazard Mitigation Plan, securing grants for mitigation and capital improvement projects. Additionally, Calvin spearheaded the development of TID's Continuity of Operations Plan, addressing issues impacting the availability of facilities and employees.
At TID, Calvin took on the role of the Emergency Action Plan Coordinator for the Don Pedro Dam, La Grange Dam, and Turlock Lake projects. He was responsible for drafting and securing approval from CalOES for Emergency Action Plans for these pieces of critical infrastructure.
Calvin is also a certified outreach instructor through CalOES-CSTI, teaching the full catalog of outreach and cadre classes across various cities, counties, and special districts throughout the state.
